1996 ej6 hatch idle surging problem

I have a 96 civic hatch and i have a idle surging problem.
My engine is a d16y7 with 190,000 miles.

Describe the problem with more details. Got any codes? Under what conditions does it surge?

When i start my car it idles high and it keeps getting higher. Once it's warm it starts to surge. I didn't check for codes yet.
