A/C not working
How did you test, "the line for pressure"?
As asked, is the compressor clutch engauging?
Does the compressor cycle on and off?
Does the condensor fan turn on?
When was the last time the A/C system was serviced? 94

Tested the low line with an a/c gauge, it read 45psi the colors on the gauge say thats normal.
No i dont think it cycles on and off.

No idea when it was serviced last, i got the car a few moths ago. Its been converted to r13 though.
Today i degreased the engine and engine bay. The a/c is just a bit cooler now. Still not cold though. But somehow it helped.
The single gauge on the "low line" low side is not going to tell you anything except that there is something in there, although it will not be r13, it may be R134a.
Even if there is a full charge of refrigerant, [R134a] in the system there may be any number of other things wrong with the system.
You need a proper set of A/C gauges, connected to both the low and high side service ports, then start the engine and turn on the A/C full blast, recirculation door closed, [recirc on] you can then see what the pressures are on both the low and high side, then turn off the A/C, [turning off the blower motor will turn off the A/C], check the gauges again, turn on the A/C and see where the pressures go and how fast/slow they move.
Once you have those pressures you can get an idea of what may be wrong.
However, because you say the compressor is not cycling on and off, [it just stays on] means the A/C thermostat is not cold enough and that can mean a low charge but not real low, if that was the case the compressor would fast cycle, it is also possible that the compressor itself is on it's way out.
You said, "Its been converted to r13 though" I assume you mean it has been retrofitted to R134a, which would mean it is in the 93 LS and not the 98 Prelude, is that correct?94
