unfortunately, i only have a 94 integra wiring diagram in front of me, but it shows the horn and brake light circuit fused under hood. 15amp. i'd imagine yours to be similar. unfortunately, doesn't help much. but they should run on the same circuit. recheck your under hood fuses
I had the same problem, its definitely a fuse my friend, I had the same problem. You might've overlooked one. I couldn't remember which one it was I replaced, I literally pulled each fuse one by one since I didn't have a cover/diagram under the dash and found one was blown.
ok i ound a blown fuse under the hood. It fixed the brake lights and horn but then another fuse blew im assuming and my dash lights, tail lights, and brake light arent working. the signal liights still arent working. even after i replaced the fuse under the hood. these damn polyurethane engine mount are shaking my car apart!

no everything works but the tail lights brake lights dash lights and signals. it just keeps blowing the fuse and by fuse i mean the 25 amp under the hood and the 15 amp under the dash which also trikes me odd because both fuses are blowing at the same time. i believe my flasher may be out because even when i put a new fuse in it works for light a minute and everything works but the signal lights.
If fuses are blowing you either have a short or a grounding problem.
Brake fuse is fuse 37-20A, [hot at all times] in engine bay fuse box.
Park lights, [tail lights] is fuse 11-15A, [hot anytime park/head light switch is on] in under dash fuse box.
Signal light fuse is fuse 1-10A, [hot in run and start] in under dash fuse box.
Hazard fuse is fuse 34-10A, [hot at all times] in engine bay fuse box, this applies to CDM G2s, not sure about USDM G2s.
Dash lights are on fuse 11-15A, [hot anytime park/head light switch is on] in under dash fuse box.
DO NOT replace any fuse with a bigger one then is called for.
Because so many diff. circuits are effected I would check the grounds and the fuse boxes themselves, [you said you have a leak].
Test the fuses with a 12V test light while still plugged into the fuse boxes, make sure there is power to the fuse, with the fuses that blow, remove the fuse and test the terminals, [fuse plug] to make sure there is power on only one of them, [one terminal at each fuse plug.
Check your main grounds, batt. post and clamp, batt. to chassis and chassis to engine, do not just eyeball the grounds, remove clean both the terminal and the contact point, [ground point] the reconnect making sure the connection is tight, pay close attention to the chassis ground. 94

I had this problem when the brake switch behind the brake pedal went. as soon as I hit the brakes no brake lights, no horn etc.
check the switch on the brake pedal. get underneath and look upwards where the pedal meets near the firewall.

alright im going to check all that out in the morning for sure. i will post whats wrong and what it took to fix the problem for otherpeople who may have this problem. thanks for your help guys, i greatly appreciate it!!!!!!!!!!!!!!
since the intermittent wipers aren't working, and things that seem to be incorporated with the icu are starting to all go south, i'd say there may be a short in the icu
my brother had almost the same problem with the turn signals in his da check the flasher relay and i had the same problem in my hatch with fuse blowing it was some wires behind my dash some how burnt together hope this helps
op, are you blowing any other fuses besides the 2 that you've mentioned?
Integrated Control Unit. ICU. Not the ecu. Since you said that intermittent wipers dont work, I'd say its your ICU for that particular issue. Not sure it that will fix your other issues. Change that out or repair it. There are tons of threads on it.
oh alright well i have torn things apart and found some moisture. cleaned it all up and replaced all the fuses. everything was working fine but when i went to drive my brake light fuse under the hood blew. everything else is working but that. the fuse blows the second i touch the positive batery termianl. idk why it wasnt blowing and now is and everthing else is working. and where is the icu exactly?
Although you do have a problem with the ICU, [no intermitant wipers] I do not beleave it is what is causing the fuses to blow, the head lights are not connected to the ICU, either is the horn or brake lights,
The park lights are but only the front side markers.
Unplug the ICU and see if the fuses still blow, if so, the ICU is not the problem, [it is the problem for the wipers].
Have you checked/redone your grounds yet?94
