Weird partial throttle hesitation
Car - 95 DX all bone stock d15b7.
Recently fully OEM rebuilt head with all associated gaskets replaced OEM as well.
Problem occured before the head rebuild so its irrelevant just throwing it out there.
I would say at around 20-40% throttle, the car will jerk and "hesitate" very bad. The feeling in 2nd and 3rd gear at this throttle position feels almost as if someone was jerking the ebrake and releasing it very quickly, with a bit of "bucking" (Trying hard to describe it but cant quite figure the words lol)The car used to do this when i would go up a hill in 3rd gear going slow type of deal, anything putting heavy strain on the engine it seemed. After the head rebuild (it was down for a few weeks getting parts together) it did the same thing after driving it again and I was like damn, hoping it was fixed during the rebuild some where along the line. It slowly day by day got a little worse. Used to only seem to do it when warm, now it does it all the time and like above anywhere between estimated 20-40% throttle, if I floor it, it clears up after a second or two. Seems to not do it nearly as bad in 5th gear if im at a moderate speed to where it doesnt strain it much.
Timing is dead on 16 BTDC. Brand new fuel filter. Unplugged map, same deal. Unplugged TPS, same deal. Unplugged O2, nope.
Took the dizzy cap off, cap and rotor look good. New NGK plugs.
No check engine lights. Car is almost untouched, no hacked up wiring or anything to wonder about or anything out of the ordinary.
To me at this point it seems like it could only be the fuel pump, or the distributor about to take a ****, but I dont want to throw money and parts at it and waste money and be wrong.

Yeah i'll have to get ahold of my girlfriends dads fluke, my piece of crap died not long ago. Ive calibrated and replaced plenty of TPS's before, this ones still riveted on and unmessed with but im sure checking for a fluctuation in the voltage wouldnt hurt.
Something ive always wondered not to stray off topic, is there a way to check the voltage WITHOUT stripping back some wiring? Ive always done it like that and then I feel if I dont depin it and put heatshrink back over it then its ghetto'd up lol
Is he using needles to stick into the wires in that writeup? If so not a bad idea I suppose.

Could easily be a TPS issue, its possible that it went bad. I had the one in my car go bad and I had to replace it. It causes the car to run rich or lean which causes that problem.
It would seem odd for it to be something like plug wires or anything like that, since the issue seems to be only at a throttle position and not RPM related. It can be at 1k rpm in 2nd gear or 2500rpm in 5th gear and be 100% normal until I press the throttle past that tiny margin between good and bad lol
Checked the voltage. Got 0.44 closed and 4.3ish WOT. So im letting it cool down for awhile to saw them rivets off and get it dead on. Its weird for it to be off when its never been moved.
Voltage does not fluctuate or have any dead spots in between the two though.

My 97 civic does the same thing! New plugs, Have to check the wires I guess.

Check the wires for resistance, read up on what the readings should be. I didnt have a voltmeter handy so i just swapped with my brothers NGK's and it ran beautiful and i put mine back on and it ran horrible and back and forth cause i thought iwas crazy lol Got some from autozone duralast brand (new design not nearly as shitty as there old 3 piece design ones) since it woulda took days to get some ngk's from work.
