Fuel Pump Priming Issues

Icon2 Fuel Pump Priming Issues

I have a 96 honda civic dx that i just bought and they changed the motor out to a y8 but kept the y7 wiring harness so they had to splice into the ecu. and when you turn the key to the on position the fuel pump primes but instead of only for a couple seconds it never stops priming. Any ideas on what the issue might be and how to fix it would be greatly appreciated.

A Grn/Yel wire pins to A16 of the ECU. It controls the fuel pump. Has that wire been spliced into?

No that wire has not been spliced into at the ecu. From what it looks like all the wires at the ecu look fine. But under the dash by the fuse panal looks like someone made a hack job of the wiring but im not sure what wires would effect the fuel pump.
