Why is my grill so flush?
Flush is the wrong word. Your grill is extended. Have you ever taken it off to try and align it or have you just sat there and looked at it?

A OEM grill with have screws on the bottom of the grill which will close up that gap, it's possible your missing them, but I think it's a eBay grill, and your stuck unless you want to buy a OEM one.
maybe try order the correct year grill and this time align it urself good den if no good still...just get a sticker dat say JDM A F@CK! nd call it a day lmao
It's hellaflush yo lol. The whole bumper looks poorly aligned, the headlight looks as far off as the grille. It's possible your car was hit before you bought it and something is tweaked. Like the others have said pull the grille and see what you can do.
looking at the pictures, the problem is not so much the grill. Aftermarket parts do not fit well as oem. in fact, not many aftermarket parts will fit as good as oem. the grill might have a play in this "flush" ( fitment issue) but look at the picture again.
Looks like the bumper might be aftermarket-oem. There is a HUGE fitment problem at the bumper/headlight area.
edit: looking at it again, the car looks to be a respray, bumper looks pushed in/downward. might have been in a small collision. Bumper support might have been pushed in which is causing the bumper to sit a little forward than the rest of the front end.

Looks more like your front bumper is pushed in and everything else is right. Take it to a body ship ask for an estimate on repair OR take off your bumper and look at it underneath.
Dude your body lines are whack... you either have cheap ebay front end parts or your core support is bent all to hell.
Edit: You have an ebay grill, I can tell. It has that cheap mesh material in the back and you can see the seams...

Yeah. The weatherstripping is missing. I'm thinking someone slapped some cheap replacement parts on after an accident. Too many issue with these things not lining up.

The back has PAINTED over the goo from the emblem being taken off.

I don't know if this has to do with anything but my Cam cover has 99 Civic in chalk or something. Looks like its been swapped in.

And yeah. You can obviously see it. So I kinda think it was.

possibly mis matched years for the bumper headlights and grill? i have a 93 cb7 but i have 90/91 jdm one piece lights and it makes my 92/93 grill stick out so that could be a possibility
Remove your front bumper.
- 1 Phillips screw in either wheel well (corner of the bumper), 7 plastic clips across the grille/top of the bumper (use a flathead to pop them up), 2 bolts on the underside of the front bumper (these are often missing).
The grille should have 5 (iirc) Phillips screws pointing up through the bumper and into the grille. The grille should also sort of clip onto the bumper before it's screwed together.
Since it's a DIY Type R grille or aftermarket grille, the mesh might fall out when you remove it. Be prepared to hot glue or zip tie it back together. I'd probably go for the hot glue, not being sure how it's currently assembled.
As others have said, your hood seal is missing along the entire front edge of the hood. You should be able to find one for relatively cheap on eBay or in a salvage yard. You'll need one from a 1999-2000 Civic of any body style or trim level.
If the adhesive on the trunk has truly been painted over then you'll probably need to sand it down (wet sand?) and then get the trunk repainted. Sorry.
Most of this is pretty easy to repair. The trunk is the only thing I'd be bummed about.
The timing cover sounds like it's a salvage part. No big deal. The original part could have been broken or lost somehow.
I'd suggest you go to Honda with the VIN and ask for the VIN inquiry. They will print out a piece of paper on request and it will mention recalls the car has had and also there's the engine number on there!
Pop the hood and check that the engine code and engine number are correct. Even if the serial number is different, it could be something as innocent as the previous engine had a mechanical failure and had to be replaced.
No reason this car can't be a good car from what you've said here. Good luck.
