Default '88 sedan electrical problem

I was driving my car to work one day when all of a sudden the turn signal, gauges, and clock stopped working. The speedometer was the only thing that worked. I checked all the fuses inside, and they were all good. I checked the outside fuses and found a bad one for the hazard. I replaced it, and it blew again a few days later. I dont know what to do about this problem.

Did replacing the hazard fuse fix the cluster? If it blew again, then quite possibly a bad ground or a short in a wire.
