Default 97 Accord main relay issues?

Hey I have been having this clicking noise every time I try to crank the car. It does not start. There is a spark and the fuel pump works for sure. The injectors seem to not be opening. Does this look like a main relay issue or is it something else. There is a loud click that can be heard from under the dash (steering wheel area) and the Check Engine light illuminates and goes off in sync with the clicking. Thanks in advance!

Although the main relay may be bad, before you blame it, verify that your battery is fully charged, can hold a charge, and that the connections are clean and tight.

Battery and main relay were good. It turned out my friend forgot to ground the ECU. It is the ground that connects to the intake manifold.
