Honda civic 98 lx 800 rpm parked...
What are the rpm which should be normally.
my honda civic is at 800 rpm parked, I can slow it down manually to save gasoline?

800rpm is a good idle. You shouldn't change it.

Sure, if you want it to idle like crap and possibly stall out. Your fuel efficiency gains will be unnoticeable. Don't bother with it.
