Default Weird Power Loss Around 4-6k Rpm

Hey HT
Well I am totally clueless to whats wrong with my car and was hoping someone could point me in the right direction to fixing it.
Lets get started, just freshly swapped in a poormans type r in my 99 civic si
and got everything running smoothly with no check engine light.
Driving it around town is smooth but when gunning it I feel a very noticeable
power loss around 4k to 6k rpm and have no idea why.
I just recently finished my exhaust setup hoping that my wimpy stock header and exhaust was choking my motor, not the case...
Even with the full 2.5 piping I still feel a power loss.
I'm so lost at this point I don't know what to do next.
The only thing I can think of is a bad sensor
due to the fact that the motor was freshly built with no mechanical problems.

Here are some specs of the car:
99 Civic si
-Gsr Block (P72)
-Stock Jdm b16 Head (PR3)
-Obd2 Wire Harness
-Obd2b to Obd1 Jumper harness
-P28 Chipped
-Full 2.5 exhaust
-No Check Engine light

Just wondering if these symptoms are characteristics of a bad sensor that my ecu isn't picking up?
Really feels like something is holding back my motor from outputting the power it has.
Any info would be greatly appreciated and please ask for any other details that might be helpful in solving the problem, thanks.

Has this motor been tuned?

Incorrect ignition timing can do this.

Get a timing light and make sure it's at spec. You may need to tweak the timing since this is a modified motor.
