There's quite a few problems with what you're requesting.
1. Without modifying the car's fenders and quarter panels to increase wheel and tire clearance, you won't be able to fit those wheels without an unsafe amount of negative camber.
2. The widest wheel a 195/45/15 is rated for, is a 7.5" wide wheel.
3. The 195/45/15 tire size is 6.65% undersized for your car. A safe range is less than 3% different than factory.

I'm not worried about the tire size, the stretch is just what I want. I'm just wondering about the offset and tire width. I wanna know if I can fit that size on my car without having to run too much camber and obviously without sitting on fenders. I'm rollling and shaving my fenders.

Tire manufacturers determine the wheel widths onto which each model and size tire can be mounted safely, and you can find the range of these wheel widths in the specs on their websites as well as those of retailers like the Tire Rack. Mounting tires onto wheels outside this range of approved wheel widths is unsafe because it can, and often does, result in the buildup of excessive stress and heat in the tire sidewalls, which can lead to the tire "popping the bead" and/or tire failure. Make sure your tires are mounted on wheels whose widths are within the approved range.
