Default problems with obd2b to obd1 swap

i recently put a obd1 d16 into my 99 civic which included using a p28 ecu obd2b to obd1 conversion harness and wiring the obd1 dizzy. the car started but runs like a bag and has no ***** to drive at all. timing belt was done, times the dizzy with a timing light. am i missing something or does anyone know what could be wrong?

Might want to check the Civic section to get a quicker more reliable answer. We don't usually deal with too many engines smaller than 2L, or Civic swaps for that matter, here in the Accord forum.

Just out of curiosity, what D16 did you swap in? I am going to assume that it is VTEC based on the fact that you are using the P28.
