Default how do you make these holes

basically i have searched but im trying to find what tools are needed or if anyone has any links to how one makes these holes. thanks

Hole saws will work, but sheet metal cutters are more accurate. After that, dimple dies. Voila.

I would buy that over dimple dies unless you plan to use really thick material. It is so much faster to just use that with the flare tool.

It doesn't mention stainless on there, only mild steel. I'm sure it's fine for .049" 4130 though.
