Why don't you just fix it properly?

OK then, what year Civic? What year B18B? What year ECU? What wiring-harness has been used? And A/C or no A/C?

I ask these questions because there is more than one fan-switch system.

You're not supposed to jump that. That turns on by itself at 200F.

Set your multimeter to DC volts. Turn the ignition key to "II". Now see if the colored wire (not the black one) has voltage to ground. If NOT, check for a blown 7.5 amp fuse in the under-dash fuse box.

With the connector unplugged, and with multimeter set to ohms, check to see if the black wire has continuity to ground. If NOT, then the fan relay can't close.

"if not then the fan rely can't close"

then that means relay buggerd?

You can "guess" if you like, or you can do the job properly.

Did you have the ignition key turned to "II" before you jumped the wires inside the connector?

Unlikely at this point. Remember this is a vehicle with an engine-swap; there is a high probability of wiring problems.

The fan relay is closed (carries current to the motor) when the fan switch closes. The fan switch is the one on the thermostat housing.

Once the relay closes, current flows to the fan motor and then to ground. There are several fuses and connectors in between.
