I believe that is not an OEM wheel.

From the look of it, it does look like an OEM wheel from another car and the guy just slapped OEM center caps on them.

If you look close, you can tell the finish of the cap is different from the color of the wheel.

 

Yeah your right, I'm going to see if can find some casting marks on them.
