euro r h22 high idle problem on start up

when i start my car in the mornings when its cold it idles around 3k rpm and after it warms up it goes down but should it be idling up that high

That is your fast idle thermo valve working. Your car idles higher so it warms up faster. I wouldn't worry about it.
