Default turbo questions, flywheel, down pipe and a/c

i was told that if i run a turbo not to get a lightened flywheel, is this true? the said it would make the turbo not spool as fast, i thought it would have the opposite effect, any ideas?

also the drag 3 kit will fit on a 98 civc, jdm swap even if i still have my A/C right? it also comes with a down pip right?

please let me know so i do not worry about this anymore

I'm pretty sure (I was told) lighter flywheel helps the spool up time.
It makes since I think.
