Default hard start and RPM issue

Hello, I have a 1992 Accord LX. All of a sudden it has become hard to start ( takes about 5-8 seconds of cranking) and will not rev past about 3400 - 3500 RPM. It is like clockwork that it will not go past that RPM. It otherwise runs good, shifts fine and works normal. When it hits the 3400 - 3500 RPM, it just goes completely flat, will not go any faster and will not rev past it.. Possible TPS?? Would that also affect the starting? Thanks of any leads, accordebob

TPS can do that. A bad ECU can do so too but thats very unlikely.
