Default Electrical problems 91 CRX

I'm working on a girlfriends 91 CRX electrical NIGHTMARE, the largest issue I can't get a handle on:

The underhood fuse box #2 on the left side for the horn and brakelights is drawing down. If we leave the fuse in it the batt is drained in about 8 hours. If we take it out every time batt is OK. I'm a shady-tree mech, I put an inline switch and re-routed this to the cabin so she didn't have to open the hood every time (using the fuse input posts, just bypassing the fuse, yes I put another inline fuse in the system as not to cause a fire on a short). When I ran the switch into the cabin, and flipped it for the first time, I heard a clicking (relay type sound) in the doors (ah ha, seat belt actuators). The car does not have the automatic belts but the sensors or locking mech is obviously powered. My question is What is using power in the seat belt apperatus? There is nothing in the fuse listing saying that it is going to the seat belts. Is this regularly ran of this fuse or did someone FUBAR the system? If it's the sensor and I unplug it will it cause the car to not start or anything?

Update, I unplugged the connections to the seat belts, I think it's the locking mech that requires power. Somewhere there is a hung relay that goes to this but there is no listing for a relay (or any power going to this) in any of the litt I have. Does anyone know where the relay that ops those is located?
