I am looking to pick up a 95 Prelude Si JDM H22 swapped with the LSD tranny. The H22 in the car is OBD2 and of course the Prelude is OBD1. Spoke to the owner and he can't get the car to start. Says it was running fine the whole time he's had it and now its been sitting for about a year since he couldn't get it to start. I need some help trying to figure out all the possible reasons why the car isn't starting. Any ideas? Would be very appreciated.

You need compression, fuel, spark, and timing, so just check for each one of those and go from there.
