If they are shorter than apparently you didn't get the right ones.

It says it fits 90-01 motors, so ALL b series motors.

They also say their overall length is 4.03 inches on the ebay page.

Measure urs, is it 4.03 inches? If it isnt, they shipped you the wrong ones.
If it is 4.03 inches, check the honda book, what does it say there? Maybe the ebay page is wrong

Good luck

Contact the store owner on ebay and voice your concern.

Also do to hot-working, the valve might expand slightly over time, but not by much

Ls and Gsr valves are different. Took this from the Ferrea website for reference.
The ones in the link provided look to be vtec valves which are smaller in length and stem diameter.

ACURA INTEGRA GSR 1.8L - DOHC V-TEC 16 VALVE (B18C1-C3) - 1994-2000
F1449P E 28 mm 5.45 mm 102.5 mm 2.5 mm 25º Flo Stock size. Super Alloy

ACURA INTEGRA LS-GS 1.8L - DOHC 16 VALVE (B18A1-B1) - 1990-2000
F1815P E 28 mm 6.54 mm 106.02 mm 4.1 mm 30º Flo Dish Head - Stock size. Super Alloy

I also cross referenced it with my helms.
