Default B16a ridiculously slow

So i just forked over $2400 for a 91 CRX w/ a b16 in it. The cel is on. The cars converted to obd1 but not w/ a conversion harness. The whole cars wiring harness is swapped w/ some obd1 harness. Pretty odd but whatever. Always told myself I'd never buy a car that someone else modified cause theres no telling how they did the work. It's my 13th honda so it figures its bad luck.

Symptoms:
Slow acceleration (slower than my stock 99 civic dx)
CEL after warm up
Horrible gas mileage
Almost feels like it's sputtering

ok, so the cel comes on after driving a mile or 2. so when it came on i parked it n turned the key off, jumped the blue plug, turned it to acc2, light comes on for a second like anytime you turn the key on, then goes away. so then i jumped it with the car running n cel on, got nothing, so i turned the key off n tried it again. nothing!

the car has the whole obd1 harness. it's got a 5g cluster in it so i'm guessing the dash harness is off the same harness.
i was just looking at pinouts to. a13 is the malfunction indicator light and d4 is the service check signal. also read a thread where some1 did an obd1 conversion n wanted to know where to run d4. someone brought up d22 which is a sensor ground. so i'm guessing d4 and d22 are the wires that go to the plug that needs jumped. so i guess next i'll ground out d4. what do you think a good way to ground it out from the ecu plug.

also pulling the cap apart, checking plugs, then tune-up. trying to trackdown a p28 to see if it's just the ecu.

i'm kinda at a loss as to what i think it could be since w/out the code it could be 1 of 100 things. car has no ***** from the second i start driving. but the cel waits a couple miles to come on.

n one more thing. this light came on. if you can't tell what it is it's a circle w/ a line on either side.

i hate my life!!!!!!

That looks like the parking brake lamp. JDM/EDM cars have brake lights like that. The USDM lights simply say BRAKE. The rest of your troubles...dunno.

That red light is for the brake. Check your fluid level and/or the parking brake & sensor and/or for **** wiring if there's been a 5G cluster conversion.
