99 jdm integra need help smog
i have automatic to 5spd teg. covertered to itr jdm motor. running p73 ecu jdm.

Not familiar with CA regulations but from what I've read over time you face a some work.
Your JDM is missing several components found on USDM, the most salient one to your current issues being the EVAP purge system; others like the VTEC pressure switch and crank sensor not so much.
It appears to be running pretty rich - so it's needing a tune. If you really need to do this find some threads where CA residents have brought JDM into compliance. It probably requires a USDM ECM and the installation of missing emissions components to avoid the check-engine light?

As for your numbers, you're high all across the board. This is strongly suggestive of a non-functioning catalytic converter. Was the cat good-and-hot when the car went on the dyno? If not, you need to a "prep run" before bringing the car in again.
Is this an aftermarket cat? If aftermarket cat, how many miles on it? If more than 30K miles, the cat is surely dead. Aftermarket cats don't last very long.
You need to be able to get into the ECU and see what the fuel-trim is like, and what the other parameters are. If you can't get into it with a North-American ODB-II reader, you may need to see if you can find a reader for JDM-spec computers, if such a thing exists.
i know cfk and secondary 02 sensor that if if i plug in a usdm ecu. but the jdm ecu wont pickup signal. i know that aready, but i need help on what to fix for my smog to pass. motor was put in back in march/2011.

He may need a tune, but I'm not too sure this is the direct cause of his predicament. Check out his NO number at 15mph. If he were running rich, his NO would be way below max instead of being sky-high. Plus, high NO is normally accompanied by low HCs, and vice versa. When both are high at the same time, it's usually the cat that's to blame.
From 15 to 25mph, his numbers improve dramatically. This suggests the cat warming up and becoming more functional.
If I were the OP, I'd do nothing more than bring the car in one more time without doing anything to it except taking it for a 1/2 hour drive at the highest speed I could manage, with all accessories on to help load the engine (headlights, A/C, rear defogger, etc); shut the engine OFF while waiting for the test, and make sure it gets on the dyno within 10 minutes of shutdown.
In my area I can book tests ahead of time, and I always book so as to be the first one on the dyno that day; that way there's no delay due to a backed-up schedule.

His CO2 number is another tell-tale for a bad/cold cat. I'd be expecting well over 14% if the cat were catalyzing properly.
