http://www.icscc.com/ .......... start reading. It will atleast get you your list of tracks. You will have to contact local groups to see what the tracks schedule looks like for open track days. Good luck.
pacific raceways off of hwy 18, and then if you wanna drive to Portland, there is the track down there, everyone is always super friendly and ive never had an issue with people being douches because i didnt know what they were talking about or asked "stupid" questions, everyone at the track tends to try and spread as much knowledge as possible,
not like H-T where you are inferior to me because I know more about mugen/spoon products. but yet I cant tell you how to change your oil filter or how to change your syncros out, but oh yeah bro, my boy and I did that stuff once before and it was hella easy.

If you live in or near Spokane it might be closer for you to do a track day at Oregon Raceway Park in Grass Valley, Oregon. It's arguably the most technical and challenging track in the PacNW.
Google Oregon Raceway Park and there's should be info there but I think you might need tow wait until spring before anythings going there again.
Mission BC: Mission Raceway Park
Seattle WA: Pacific Raceways
Shelton WA: The Ridge Motorsports Park (comes online in 2012)
Grass Valley OR: Oregon Raceways Park
Portland OR: Portland International Raceways
Spokane WA: Spokane County Raceways.
And there you have it, get to Googling and we can fill in the rest.
