Ok so I picked up a 98 integer to fix up and sell and iv gotten everything else fixed but this, at first I thought it was just burnt out bulbs but it's not. The blinkers blink super fast whenever I signal and also when the hazards are on. Would this be a signal relay or hazard relay?

FYI, it's Integra not "integer", anyway it is possible that it is the "Turn Signal/Hazard Relay as both sides are effected, the relay and the hazard light switch are the only things common to both the left and right sides, because it is a "flashing" issue, I would guess it's the relay, but you will need to pull it and remove the cover to see if the "hyper flash" mod has been made, [one of the capacitors is replaced with a 4.7 50wv cap, if so you will need to replace it with a proper one or replace the relay. 94

 

If it's blinking really fast then the light itself is out.
