Interesting TPS problem...
Car: 96 EX, D16Y8.
Symptoms: poor throttle response, bad fuel economy, CEL (tps low voltage).
New TPS sensor (omni), tried Blox sensor too.
Issue is TPS sensor won't adjust into spec voltage no matter how far you turn it. I can only get .1V closed and 3.1V wide open. Reference voltage from ECU with car on, but not running is all over the place. Reference voltage with car running is dead on 5v.
I'm thinking ECU might be bad, but reference voltage coming from it to the tps sensor is good at 5v, so I'm not sure. Also thinking bad TB, but unsure what that has to do with low voltage.
Any help?

Back probing the reference, signal, and ground is how I checked them.
I work at Acura, so I've got some access to diagrams from Honda. It would seem as if the reference should be giving me 5v anytime the key is on, not just with the car running. So I'm leaning towards ECU now. I can't remember exact #s when I tested across for wiring problems, they're written down at home.

Yes, you should get 5 reference volts with the key in ON(II) (engine off). Is the battery low on charge? What voltage do you measure across the battery posts with the engine off versus running?

It got more interesting tonight...
Measured 5v reference again to double check with key in II position, now reading steady 5v. That blows my previous idea out of the water.
Checked battery voltage, 12.8v off, and 14.4v running. So that's fine, but then noticed a crack in the overflow tank hose so I fixed that with a spare I had and ran out time.
Going to lookup the etm on this thing tomorrow, get some good readings off the ground and track it down from there, thinking I might find something there.
