It means that out of 100% been in perfect condition, the steering wheel is at 80% good condition. Meaning some normal wear is possible, but 80% still a great condition for most likely been used daily.

i wouldnt recommend doing that man, if hes got this much invested in his setup whats an extra 3-500 for a good tune. dont let him cheap out now haha
