Default D15B non vtec sohc with P2C ecu

Car is a 96 civic lxi Manual trans. I bought the car used with a D15B non vtec engine on it. ECU is P2C.I have not yet touched anything and dont know the history of the car. Ive been searching and reading for the correct or most suitable ecu for this engine. I think all those who asked for the ecu was for a vtec. Im experiencing rev limiter at 6200 rpm on lower gears. Tested the car today and fuel cuts at 4800 rpm on 5th gear, around 190kph. Lots of people say P08 or P28 will be good for a vtec, will it perform well on the non vtec also. I dont have access to shops to do tuning, modification of harness/sensors/chips. I would prefer an ecu that will be plug and play. Sorry for the questions, Im just starting to learn.

Im wondering why there was no P2C on the list.

Sticker on my ecu is clear 37820-P2C-Y01 and a big "DR" on the right bottom.

Im not sure if the ecu was changed by the previous owner. My concern now is to find an ecu that will bring out the power of a D15B with minimal alterations or modifications to other components. My friend has the same car model but his engine is a d15z4. Will p28 or p08 work?

Looks like P2C is the right ECU for LXi:

I think you've got a speed limiter on it. 6200 rev limit is weird though.

Actually im not really sure about the rev limiter. When i hit the gas at 1st or 2nd gear, fuel cut on and off at 6200rpm, sometimes i could reach 6800. Could be the fuel cut taking over.At 5th gear, only 4800 rpm. If the p2c I have is stock for lxi, it might not be sufficient for the d15b that is the current engine. Could fuel pump be also an issue?
