Default Green wiring harness in cluster missing

I recently purchased a 92 civic and have been having crazy electrical problems due to the idiot before me. Well the lights in the cluster stopped working when I was messing with the cd player wires, so I checked all fuses and all wiring but nothing was wrong. So I pulled out the speedometer and saw that the green harness that is supposed to plug in below the speedometer is gone. There's not one...I'm super confused on this and wonder why it's gone? And could that be my light problem? Also speedometer doesn't work....I've looked up wiring diagrams about all the harnesses and know that the green harness doesn't control the speedometer. But I was thinking maybe it controlled the lights? Idk help! Thoughts...???

But where does the end of that harness run to? I know it's plugged in on one side but where do i splice the wires into?

If you replace the harness there will be no cutting and splicing. Well, most likely none.

The dash harness plugs into the ecu, and then all of the dash stuff.

How could the lights in the cluster stop working if a proper harness was used in the installation of the headunit? Make sure you didn't tap into the dimmer switch.
