hey all.. got a 95 civic with a d15b7.. swapped out the ecu to try and get better gas mileage. idles fine, timing is good, but when in gear i cant get it over 3500 rpm in any gear and wont go over 40 mph.. any clue whats wrong?

 

also, once it did that, i put the original ecu back in and same problem
