SMOG and BAR question on JDM engines

Default SMOG and BAR question on JDM engines

I was told that JDM engines CAN pass smog as long as you get a JDM engine that is for your car model. For example: My USDM D16y8 engine blows on my 97 civic ex, i can legally get a JDM D16y8 for my civic. Is this true? and is it true that 99 - 2000 civics can have a B16 in them without having to BAR them? thanks.
