Default up and down idle 95 d15b7 cel 41 after timingbelt/headgasket/waterpump change

i changed my timing belt, head gasket, and waterpump on a 1995 d15b7 sohc non vtec. a cel code comes up 41. the car idles high and low inconsistently and it sounds like a misfire from the exhaust. the distributor is on and the firing order is correct. all the plugs are in the right place and the 02 sensor seems fine. when i did the timing for the timing belt tdc on the bottom block was right on the line but the head was off by a hair but either way i moved the cam gear it was still off. so im assumin the timing is fine. anyone have any ideas?

Air in cooling system possibly. Did you bleed it properly?

This^

Also check whether you accidentally broke the heater element power or ground wire for the O2 sensor.
