90 si ef with ls

Hey so rewired dizzy straight to ecu now car starts but won't rev above 1000 pr4 obdo throws cel code 16 injector any suggestions

firing order? its odd that it will not go past 1K, i have heard/seen 3K limit (also known as limp mode, preventing the motor from seeing major damage by limiting its power band).
