Default short in wiring

My 93 came with after market projectors on itwhen i got it. The guy i got it off of said there was a short in the wire because the lights move and then turn off. Well now neither light comes on and i have to flick the brights on and off til it comes on. Also the lights only work on bright. I have new bulbs too. When I look at all the connections i see that the connectors on the lights are plugged in but both sides have a couple unused connectors.

Can anyone give me any tips?
