Detailers (i used to be one) use "green clean", it's an all purpose cleaner for cars, it cleans dirt and scuffs off interior plastic, and it also gets deep stains out of your carpet when used with a plastic brissel brush. But it doesn't leave the "shine" you are looking for, but it will definately get all that dried white **** off.
A lot of cheaper vinyl 'protectants' actually dry it out and aren't good in the long term. I use Meguiar's and I recommend it. All you need to do is wipe it in wet, and the shine lasts for a very long time. When it fades it doesn't dry out the vinyl, so you can re-apply as much or as little as you want.

But I'm pretty sure pepboys or sears would have it under the name green clean, for scuffs or very dirty areas you use a soft scotchbrite pad, but the rest just a rag, and it will make the dash brand new, you can also use it on leather with a scotchbrite and it will look brand new. The stuff is awesome. You could give me a car with the dirtiest interior, nasty armrests, leather, trim, and carpets and I could make it look like a brand new car with only green clean, scotchbrites, brush, and a rag.
Wipe down with clean cloth and warm water.
Add concentrated car wash soap, [I use Ducan car wash soap] to warm water, [about 1/2 of what you would use to wash cars exterior] use that to "wash" the dash, rinse with warm water on clean cloth, dry with clean microfiber cloth, [I have the Meguiars towel].

I also use it to polish the exterior.
This is the way a buddy of mine showed me how to clean my interior, he should know he has been a detailer for over 25 years, it is how I have been cleaning the interiour of my 94 Integra since new, [late 93] dash and all plastic in car still looks new. 94
Throw away any Armor All or products like it, also something my buddy Jim told me to do. 94
