Painting stock rims
i did the same to mine, basically what u do is clean the wheels really well, sand them, primer it, paint it, clear coat. Make sure u do many thin coats and wait for them to completely dry. Mine are holding up pretty well so far.
Yeah I did mine too, you want to use wheel specific paint that you can get at autozone and places like that, Duplicolor brand gunmetal color is what I used. 1 can did all 4 wheels. just remember to mask off the entire tire, and clear/sand the wheels good. mine have held up great since the wheel specific paint holds up to brake dust and resists chiping greatly..

to sand the wheels would i need a machine to do the job, or is it fairly easy to do by hand?

i dont have any pics, if anyone else does that would be great. I can say though that the ones I saw looked very clean, he could've easily played it off as being annodized.

Do you paint the rims with the tire on? How do you get the paint to look good near the tire. And how do you go about it with balancing weights?
powdercoat them!
I had my 91 Si wheels done that way and the finishe has held up perfectly. A powdercoater will sandblast them (to remove all clearcoat finish or aluminum oxidation) and then powerdcoat them. Just make sure you tell them you want the corners done heavily, because powder doesn't like to stick to edges.
