Default Fuel pump replacement question

Ok so im postin this for my buddy whos got a 88 rex with a b16a... Hes been havin problems with his car and believes it to be the fuel pump in need of replacement, hes thinkin about swapping out the existing one with a 255 lph. The problems he has described to me are: only starting when it wants to, not being able to idle without him pumping the throttle, and not bein able to go over about 35 mph. What do you guys think it could be? Do you think replacing the fuel pump could help this?

Is the CEL on and if so, what trouble codes are you getting?

Did he just get the car and this is what he bought, or did this problem just start?
When is the last time there has been a tune up done including the fuel filter)?
What is the fuel pressure at?

Just from the little info you posted, it sounds like checking for a plugged exhaust might be worth your time.
Try disconnecting the exhaust under the car right before the catalytic converter and take it for a test drive.

4drEF could it also be maybe a vacuum leak or dirty pump sock if its the original one?
