JDM b16a, hesitation/sputtering/laggy bottom end??

94 eg cx with a 94 sir-2 b16a swap
-Greddy 4-2-1 header
-passwordjdm whale ***** intake
-omnipower 70mm throttle body
-skunk2 pro series intake manifold
-NGK plugs & wires.
Car also has idle problems from 1200-1600, throwing IACV CEL
But the problem in question is, when I take off from a dead stop you hear a sputtering until about 3k ish & is just laggy to get to 3k rpm then when I go WOT the car hesitates but if i go like 3/4 WOT it will run better, just seems like whenever I go full throttle it just goes nowhere I'm going faster going 3/4 WOT & even then it kinda feels sputtery hesitant
Ideas?
Also I have a question about the breather box, is their anyway I can delete it?

You can delete the breather box if you get an oil catch can. I had to do this on my ls-vtec because it leaked like none other from the rear motor and it turned out where the box goes into the block was cracked.
