URGENT: Honda Accord 2000 SE with CEL code P0700 and P0740

I have Honda Accord 2000 SE with 115K miles. Just showed up CEL when I took the car for SMOG test. ( it was ok until then).
Tech tells me he cannot do SMOG test due to tranny issues. On drive way back, I felt lot of difference in driving while speed up (shaking/jerking) from 0 to 30 miles ( could be second gear).
I had my Oil change and new battery installed one month back on this car.
Then I went to tech for CEL check, he mentioned to be below codes
P0700 Fault in transmission control module
P0740 Torque converter clutch solenoid circuit
P0740 TC clutch failure
Tech says he can try transmission flush ( which cost $200) and solenoid replacement ($300) to see if that fixes the issue - but cannot guarantee.
So now I need experts advice here. is it worth spending money on this car? Why this problem shows up during the SMOG test? ( did the tech there screwed up my car ?)

No. Everything looked normal before battery change. Battery installed was from Honda dealer service center with original part from Honda.
CEL was not even coming when I took the car to SMOG test.

It could be a coincidance but I would troubleshoot the codes because it come from the same area.A busted wiring or solenoid could trigger the 3 codes that you have.Erase the codes and see what happens later.
