CEL works but does not illuminate for code 20

I just learned how to datalog with eCtune and it shows that the MIL is 'ON' for a code 20 (electronic load detector). My CEL comes on in my gauge cluster when my fuel pump primes and then goes off. If I unplug for example the ECT sensor, the CEL will illuminate in the cluster.
Why doesn't my CEL come on for code 20?

You sure you're reading it correctly? I have never heard of a CEL only working for SOME conditions and not others. New to me if it does.

how could I be misreading it? the light on the dash isn't on and the eCtune datalog says "MIL: ON" right click it, and it says ERROR CODE 20 ELD-electronic load detector.
Maybe not mis-reading IT but possibly IT is not reading correctly.
