Define "best" and "more". What is your budget?

I mean best to gain horse power on a stock engine. And more like 10-20hp
Budget 1000$ only for header and intake i have a srs 2.5inc cat-back for now and supersprint 4-2-1 header but i think it is small

If you want to blow that kind of money for so little power go see Bisimoto.

He means there is no way you'll see anywhere near 10-20hp with a header and intake.

Internals.
Do you really believe that hype in the industry that they try to spoonfeed you? That this part plus that part plus another part in total can equal XXXXX horsepower? That if you keep piling on the parts you can make whatever horsepower you want? Are you really willing to spend a thousand dollars or more for a lousy 20 horsepower that you might not even feel and won't make any real difference?

Thats not what the stickers on the boxes say In all honesty, even headwork without cams will only generate <10 hp. Save your money for a B18C bottom end.

Dubious.
I just found a thread ona forum where the guy had the following
JDM B16A
1 layer head gasket
skunk2 stage2 cams
skunk2 valve springs
toda header
apexi ws2 exhaust
carsound 2.5 cat
aem 3" cai

and only made 182 whp 128 ft/lb to the wheels. Even then people were calling BS.

Do your research and stop believing everything you read.
"Because the entire powerband was shifted upwards and made more linear, peak horsepower topped out at 147.7hp - a median gain of 9.6hp. "

Adjusted cam timing (assumed, or why have the parts?) and tuning.

Be honest Julio, how much of the increased power came from the tuning (both ECU and cam timing)? How much power would be gained without those two, but with the rest of the mods?

The B16, much like the B18C variants, is quite well built from the factory. Minor bolt on parts aren't going to provide nearly the same increase in power as they could on engines that are much less optimal from the factory.

Until shown otherwise, I'll stand behind:

I put an AEM CAI on my GSR for increased throttle response. On a dyno, I wouldn't expect to see any gains that weren't within the normal variance of measurement.

But I certainly don't know everything. Everyone should feel free to show me I'm wrong, if/where I am.

A toda header is concidered pretty much the best OTS header for a b16, but you gotta pay to play for that

Im gonna go out on a limb here but I believe if you were to install 2.5 inch mandrel bent exhaust (no cat), CAI, a good 4-1 rmf style header, and bigger throttle body on to a bone stock b16 if and only if you get a dyno tune a 10hp increase is not an unrealistic figure to attain. Get a baseline number get the parts have someone really good tune the car and just watch the magic. you'd be surprised to see what a good tuner can squeeze out f a healthy stock motor.

This dyno comparison was before tuned with DC header and then after tuned with Bisimoto header. Only variable of this test was the header it self
