quick question on upper arm?

quick question on upper arm?
does the ball joint on the upper arm suppose to move while tightening the nut? i just put an axle in my 90' hatch and as i was putting everything back on i couldn't tighten the nut....the whole piece was turning including the nut.........also how much would a upper arm cost at the junk?
