98 civic bumper
Sup guys,
I'm trying to find the name of the thing that lower part of the rear bumer screws into.
It is close to the rear wheel well and bolted on the metal piece at the side.

I believe that you are referring to the Rear Bumper Side Stiffener. There is one located on the right and left side of the vehicle. They're illustrated as ref #15 and #16 in the diagram below:
