But, in all seriousness, you need to mention the wheel size... or just go to a site where wheel weights are listed (like wheelweights.net).

Well, the wheels are going to be 17lbs a piece without a tire mounted to them. Do they have tires on them? Because, that weight would suggest that they do.

I got this as a potential reason
does it sound valid?
Sometimes companies print out labels that are quoted to be heavier than the actual shipping weight due to a template process. Your wheels most likely fell into the range of items they ship using that label template/standard.

For example, Canon repair centers always quote shipping weight to be 5LBS for warranty claims to and from their service centers regardless if the contents of the box is a 2LB SLR Camera Body or <1LB SLR lens.

The 24lbs each might also include the weight of shipping materials (double box could be a possibility and it may add a few lbs)

Double boxing a wheel set, even if its done in pairs, won't add 28lbs to the overall shipping weight. They'd have to be wooden boxes for that to happen.
