Icon2 Possible Horn Problem. 98 6th gen accord. Horn relay?

Background on issue:

A few weeks ago i was driving and suddenly the horn starts and wont go off. i pulled the horn relay and it goes off. I then replace the relay with an autozone part and it works fine....meaning cruise and the horn itself. so yesterday morning i go out and as soon as i put the key in(not turning it) it does the same thing. i then replace with honda parts and it lasted a full day.

is this a horn issue? a cruise issue? are the relays actually frying or could there be another issue since neither fuse blows but only removing a relay stops it.

please advise. replace what?

I opened one of the relays to see if its burned out....no melted copper visible
