I have a 96 accord lx and the problem is when the car is turned all the way off with the key out, you can still turn on the heater/ac without the car being on or key being applied. This just starting happening a week ago and today I went to turn the car on and guess what??? Dead battery! The orange light stays light on the control panel. Any ideas?

 

It might be a faulty blower motor relay. Try replacing the blower motor relay with an identical relay like the power window relay.

You can also test the relay for continuity, similar to what is shown here for a 4 terminal relay:
