Default port jobs?

Im coming closer to my swap now and was wondering how much a port job would help on a gen2 b16a motor, theres a place where in live called larrys engine and marine in my town and he said for $400 he could make a b16 put down an extra 15-20 hp just by porting the head and milling it over about .030! is this bs or should i look away from a b18c and go straight for the b16a w/port job, considering the fact that the b18c is about $1k more?

The name kind of scares me. Has he ever done anything to a Honda head before? Hondas are ALOT different that V8s. I would not recommend milling the head unless it is not true.

dude don't mill you head like that, say late to your timing! just drop the floor on the ports,and by higher comp pistons or head gasket, you go too cheap your gonna get cheap results
