Default Body/turn signal problem

Hello, I purchased a 1999 GSR last week and the only problem with it body wise was that the driver side turn signal was cracked. Yesterday I went to replace it and when I took the old cracked one out, this piece of heavy plastic popped down. I'm guessing the car bumped something and slightly messed up the drivers side of the front bumper. It's making it impossible to slide in the new turn signal light. Yesterday I used a pipe as a makeshift lever to try and force it back up. While it did go back up, as soon as I moved the pipe it popped back down again. I didn't want to mess with it too much because I didn't know if this could possibly set off the airbags or something. Any ideas on how I can fix this?

Looks like it broke off the back side of the bumper cover. Can you cut it off?

*Airbag system only has yellow wires.
