Default No cluster lights sometimes from On II position

What's up, like the title says, sometimes before starting up the car when I turn the ignition to the on-II position, all the check engine, SRS, etc. lights don't come on and also no beep sound. However, if I start the car all of the lights work with no problems.

Any ideas? This is in a '99 Civic EX coupe, if it matters.

Interesting, do you know if for something like this a dealer's supposed to replace it for free?

You can ask your Honda dealer whether Honda has issued an ignition switch TSB for your car VIN. Also try a Google search and here:
