Touch Up Paint
I have a 1991 Honda Accord with a cracked rear and front bumper and some rust on the wheel wells, plus a nice rust scratch on the bottom of the passenger door. I want to do some bondo work and remove the rust and paint chips. I am going to use duplicolor paint as my paint. My only question is what kind of sanding should I do, what kind of sandpaper should I use? How many coats should I do of primer, paint, and clearcoat.The wheel wells where already bondoed and primed but rust is coming back through can I just sand it back down and re-bondo and prime then paint.

i had to paint a fender cuz my wheel fell off :/. grabbed one from the junk yard sanded it down 2 coats of primer. 3 or 4 coats of paint. 2 coats of clear. looks not to bad but it seems the clear i got was garbage.
For repairing my bumper I used very fine sand paper like 1000g - 2500g. It depends how bad the bumper is. To prime it you should apply light coats then sand it. Sand between coats and increase the grit of the sand paper as well.
Did you use a cleaning solvent in between? What about a scouring pad? The metal needs a key for it to stick to the fender. How bad is the rust? Does it look like swiss cheese? If it does, you're better off making a patch panel and then weld to body. After that bodo over it. Sand and sculpt to final shape. If you just bondo over rust, it'll just keep coming back.

no I didn't clean in between layers, and we did ruff it up a little. The primer is chipping on the rear bumper and the wheel wells have rust bubbles that when you push them they pop out water.
Can you post a better picture of the area that is rusted with the bubbles? That may be the beginning of the body cancer. Have popped all of the bubbles? If you clean the panel after sanding, you will remove most of the contaminants. May need to sand back down to bare metal and redo. Do you have any holes in the rusted area?
For the rear bumper, have you considered getting another bumper? Might be much cheaper because you won't have to repair it before painting it. The dent on the rear panel doesn't look too bad. Pull the panel off inside the car to see if you can use a hammer and a dolley. If not, do you know someone with a stud gun? With the stud gun, you can get rid of most of the low spots and use bondo to make it even. The rust bubbles look pretty bad. I would recommend making a patch panel. Is the inside of the wheel well rusted also?
